Upcoming Webinar About FEI Arrivals, the FEI HorseApp, and FEI Rule Changes

HorseGrooms is hosting an online Q&A webinar with FEI veterinarian Dr. Chris Elliott to help grooms navigate FEI arrivals, horse inspections, the FEI HorseApp, and recent rule changes. Drawing on decades of international experience, Dr. Elliott will answer practical questions and explain what grooms need to know before, during, and after arriving at an FEI competition.

Working at FEI events comes with responsibilities that leave little room for uncertainty. From arrival exams and horse inspections to digital requirements and rule updates, grooms are expected to know exactly what is required and when. To support grooms with clear and reliable information, HorseGrooms is hosting an online Q&A webinar with Dr. Chris Elliott focused entirely on FEI arrivals, the FEI HorseApp, and current FEI rule changes.

This webinar replaces the previously scheduled in-person MeetUp in Wellington, FL, on the FEI Arrival Exam, which had to be canceled due to a communication issue. Moving the session online allows more grooms from around the world to join and ensures ample time for questions and practical explanations.

About the Webinar

The webinar will take place inside the online HorseGrooms Community and will be hosted by HorseGrooms founder Dinette Neuteboom. Dinette will guide the conversation with prepared questions that reflect what grooms most often need to know when heading to an FEI event, while leaving plenty of space for live questions from attendees.

Dr. Chris Elliott is widely respected for his encyclopedic knowledge of FEI rules and regulations. His experience and clarity make him uniquely suited to explain not only what the rules are, but how they are applied in real-life competition settings.

About Dr. Chris Elliott

Dr. Chris Elliott of Palm Beach Equine Clinic brings exceptional depth of experience to this webinar. In addition to his role as a permitted treating veterinarian and FEI veterinarian, he serves as the Veterinary Services Manager for FEI Competition at Wellington International for the 2026 Winter Equestrian Festival. In this capacity, he oversees veterinary services for international competitions such as the Winter Equestrian Festival and Global Dressage Festival and works closely with FEI officials, organizing committees, and veterinary teams.

Originally from Brisbane, Australia, Dr. Elliott graduated from the University of Queensland’s School of Veterinary Science in 2007 with First-Class Honors and later became board-certified in Sports Medicine and Rehabilitation. He has worked at FEI events in more than 20 countries and has served in a wide range of roles, including FEI Veterinarian, Official Veterinarian, Private Athlete Veterinarian, Team Veterinarian, and Permitted Treating Veterinarian. His broad international experience and encyclopedic knowledge of FEI rules make him uniquely qualified to explain not only what the regulations are, but how they are applied in real competition environments.

Three-Part Focus of the Webinar

1. FEI Arrivals and Horse Inspection

This section will walk through the full arrival process at an FEI event, including:

  • What grooms need to prepare before traveling to an FEI competition
  • What happens during the FEI arrival exam
  • What veterinarians look for during the horse inspection or jog
  • What happens after arrival and inspection
  • The purpose of the horse inspection and the groom’s role in the process

The goal is to remove uncertainty and help grooms feel confident and prepared at every step.

2. FEI HorseApp

A significant part of the webinar will focus on the FEI HorseApp and its practical use in daily competition life. Topics include:

  • Entering horse temperatures
  • Submitting the Horse Health Self-Certification Form
  • Registering historical vaccination details
  • Providing event travel details
  • Uploading passport vaccination images
  • Managing associations with horses and reporting incorrect links
  • Completing a groom report
  • Etc.

This section is designed to help grooms use the app correctly and efficiently, without stress or last-minute confusion.

3. FEI Rules and Recent Changes

The webinar will also address FEI rule changes that directly affect grooms, including how updates are implemented and what grooms should pay close attention to during the season.
